SIM cards & keeping a number

Since 26 February 2026 Malaysia enforces MCMC’s new prepaid registration standard (Determination No. 1 of 2026). The rule that matters most for visitors: tourists staying under three months can use a prepaid SIM for at most three months from registration, after which it’s terminated automatically. Registration needs your original passport (and original visa if one is required) — no copies or photos — and foreigners may hold at most two SIMs per telco.

So passport-only tourists can no longer keep a Malaysian number long-term; the old tip of “RM30 a year on Hotlink” doesn’t work for visitors. Foreigners with Malaysian work or student passes register under a separate category and can use a line long-term.

Price: Official: on the Pantas plan a 365-day active-period pass costs RM30 in the app; non-Malaysians pay 6% service tax on top-ups (RM10 gives RM9.43 credit)
Keeping the number: Tourist SIMs last at most three months and then terminate. Long-term users with a pass: the RM30 365-day pass means no top-ups for a year; after the active period there are 50 days of incoming calls and SMS only, and without a top-up the line is terminated and credit forfeited.
ID check: Tourists: original passport (plus original visa if required), max two SIMs per telco. If details are wrong you get 3 working days to fix them, then 17 working days suspended, after which the number is terminated and recycled
SMS & calls: International roaming is enabled automatically on prepaid; roaming calls and SMS are charged by country and network
