SIM cards & keeping a number

Israeli law does not require prepaid SIMs to be registered: a 2016 Knesset Research Centre paper states there are no restrictions on buying prepaid anonymously, and the Ministry of Communications called anonymous prepaid lines “permitted and legal”. A February 2026 bill would require sellers to identify buyers and feed a national database; it is still in the Economic Committee and has not passed. In practice, airport and store staff selling tourist SIMs usually record a passport (per travel guides).

How long a number survives varies by carrier, and most publish no prepaid terms: Golan’s official contract says services carrying no ongoing payment and not actively used for 3 consecutive months may be stopped; HOT Mobile’s cancellation page reportedly gives 6 months (search excerpt); 019 is 5–6 months per SIM resellers.
