SIM cards & keeping a number

Since 19 January 2026, Permen Komdigi 7/2026 applies: SIMs (eSIMs included) are sold inactive and only switched on after registration. Foreigners register at an outlet with a passport or KITAS/KITAP residence permit, checked by staff; the regulation doesn’t require foreigners to do a face scan (Indonesians must). Each person may register at most 3 prepaid numbers per operator.

Foreign phones used with an Indonesian SIM need IMEI registration (customs rule): at an operator outlet for stays up to 90 days, or with customs for longer stays (max 2 devices per person).

Keeping a number: Telkomsel officially lets top-up validity accumulate up to 365 days, but a SIM that hasn’t connected to Telkomsel’s network for 90 consecutive days enters the grace period. Whether roaming abroad counts isn’t stated, so keeping a number long-term from abroad is unreliable.

Telkomsel FAQ (from 9 Nov 2024): validity from top-ups accumulates up to 365 days; package validity doesn’t accumulate (the longest applies), except the validity-extension package. A SIM not connected to Telkomsel’s network for 90 consecutive days enters the grace period (masa tenggang): no outgoing calls or SMS until you top up or buy a package. After the grace period the number is blocked; unblock via *888*89# or at a GraPARI store. A 2023 Telkomsel article gives a 30-day grace period, then 85 days to reactivate before the number is recycled (the new FAQ gives no day counts)
