SIM cards & keeping a number

No ID is needed to buy a prepaid SIM in the Netherlands: there is no prepaid registration law. The government rejected mandatory registration in 2017 and 2019 and said in 2022 it would look again; no legislation was found as of the check date.

Keeping a number means using it regularly. The widely quoted “frozen after 6 months, then 90 more days” is an old rule from around 2015. Lebara’s terms say: top up, call, text or use data at least once every 90 days, otherwise credit freezes, and 30 days later the number is cancelled. Lyca Mobile is stricter: no outgoing call or SMS for 3 months freezes the SIM (a top-up alone doesn’t count), and 1 month later the number is permanently withdrawn. Both run on KPN.
