SIM cards & keeping a number

From 2026 every Mexican mobile line (prepaid, postpaid, eSIM) must be registered to its holder. The regulator CRT’s Guidelines for the Identification of Mobile Lines took effect on 9 January 2026: Mexicans use a CURP plus a voter card or passport; under article 20, foreigners only record their name, country of origin and passport number, with no facial check (per Milenio quoting the CRT). Each identity can register up to 10 lines (as reported across Mexican media).

The original 30 June 2026 deadline was replaced that same day, in the official gazette, by staggered suspensions by last digit: 0 by 15 August, 1 by 31 August, and so on to 31 December. Suspended lines can only call emergency numbers; registering restores them for free and the number isn’t lost. Foreign numbers roaming in Mexico are exempt for now — the CRT will set rules after the World Cup.

Other operators’ cycles (Expansión, April 2026, citing each operator’s terms): AT&T suspends 90 days after balance runs out and cancels after 365 days without a top-up; Movistar suspends after 180 days without calls or SMS; Bait cancels after about 150 days.

Keeping the number
Per Expansión (April 2026) citing Telcel’s Amigo lifecycle policy: for 119 days after balance or package expiry the line only receives calls and SMS; then 246 days fully suspended; then a 5-day cooling-off before cancellation and number recycling — about 370 days in total. Frozen balance can be recovered with a top-up within 365 days
ID check
Registration required: foreigners use a passport (name, country, passport number, no facial check); unregistered lines are suspended by last digit and can only call emergency numbers
SMS & calls
A normal Mexican number. Per Holafly: China is in Telcel’s “Mundial Especial A” roaming zone, and SMS sent without a package cost MX$9 each; receiving SMS pricing not verified; prepaid lines need balance to roam

Pros

  • Long lifecycle — about a year before the number is recycled
  • Foreigners only need a passport, no facial check (CRT)

Watch out

  • The line must be registered or it’s suspended by last digit
  • Telcel’s site couldn’t be reached from here; lifecycle based on a media report citing the official policy
  • Cost of receiving SMS in China not verified
