Number portability applies — a prefix only shows the original carrier. Spain’s General Telecommunications Act gives users the right to keep their number, with the CNMC setting the rules: porting is free and normally completed within one business day (business days are Mon–Fri 08:00–20:00, excluding public holidays).

SIM cards & keeping a number

Spanish prepaid SIMs must be registered: Ley 25/2007 (from 8 Nov 2007) requires operators to keep a register of each buyer’s name, nationality and ID number (DNI, NIE or passport). Foreigners can use a passport.

Lebara is the usual keep-number choice. Note that its terms count 90 days from the last top-up, not “any balance change”: spending credit may not count, and promotional or free top-ups don’t. If you might forget, use the official “keep my number” service at €2 a month.

Keeping the number
Lebara prepaid terms 6.1: 90 days after the last top-up (promotional or free top-ups excluded), outgoing services are blocked — only free incoming calls and SMS still work. Top up within 15 days to restore; otherwise the line is permanently cancelled (non-promotional credit refundable on request). Help centre: after more than 4 months without a top-up the number has expired and can’t be restored. Or use “keep my number”: text CONSERVA to 22333 (or ask support), €2 a month, auto-renews every 31 days; text NOCONSERVAR to 22333 to cancel
ID check
Registered under Ley 25/2007: name, nationality, ID number (DNI, NIE or passport). The online eSIM requires a two-step ID check with a passport or European ID (including biometrics) and can only be activated inside Spain
SMS & calls
A normal Spanish number. Official roaming rates (from 3 Mar 2025): China is voice/SMS zone 3 — sending SMS €1.50, calls €2 set-up + €3/min, data €25/GB. The price list only covers outgoing SMS; no price is listed for receiving. You must first make a call, send an SMS or use data in Spain before it works abroad
